Hans Ottinot

The City of Lauderhill City Commission has made a historic decision, appointing Hans Ottinot and the Ottinot Law Firm as the new City Attorney. The Commission voted 4-0 to approve the appointment, with Commissioner Dunn unable to physically attend and thus unable to cast a vote.  Hans was grateful for the opportunity and said, “ Our team is blessed with the opportunity to work with the city officials of the City of Lauderhill.  Our goal is to assist city officials in promoting and protecting the general welfare of residents of the City.”

Ottinot’s reputation as a respected and effective City Attorney has earned him wide praise from community leaders and officials. Several esteemed speakers spoke in favor of Hans   Ottinot and his firm during the meeting, further solidifying the decision to appoint the Ottinot Law Firm as Interim City Attorney.

Former North Miami Mayor Andre Pierre described Ottinot as an attorney who is “nothing short of outstanding” and wholeheartedly recommended the Ottinot Law Firm without reservation. Haitian Lawyers Association Treasurer Emmanuella Telfort praised Ottinot and his team as “highly qualified, highly skilled, and highly experienced,” affirming the firm’s exceptional capabilities. Attorney Edna Pierre, a Board Member of the Haitian Lawyers Association, highlighted Ottinot’s lifetime commitment to both the Haitian Lawyers Association and the broader community. She stated, “Hans brings an unmatched depth of knowledge and skills to the table.” Additionally, speakers such as Francois Lenconte, Chairman and CEO of FINDAL Media and Technology Group, Inc., and Cory Shearer also voiced their strong support for the appointment.  State Senator Marie Woodson wrote a letter in support of the appointment of the Ottinot Law firm.  While Senator Woodson was not present, Mayor Grant read the letter into the record.  Senator Woodson strongly endorsed Hans and the Ottinot firms stating, “I am confident that Hans Ottinot and his entire team will be an asset to the City of Lauderhill and will bring a high level of expertise, commitment and competency to the City.  I support and recommend their appointment.”

Hans Ottinot’s impressive career spans several high-profile roles in local government law. He is currently the City Attorney for Tamarac, and his previous positions include serving as City Attorney for North Miami, Miami Gardens, and Sunny Isles Beach. Notably, he was the first Black City Attorney in North Miami, Miami Gardens, and Tamarac.

Ottinot’s tenure in North Miami Beach included an important investigation that led to the arrest of the Mayor for felony voting violations after it was discovered that the Mayor had been living outside of the city limits while serving in office. The investigation, led by Ottinot’s firm, revealed that Mayor Anthony DeFillipo had been residing in the Town of Davie and even served as President of the Homeowners Association, resulting in criminal charges.

Ottinot’s qualifications extend far beyond his legal practice. He has served on the 11th Circuit Judicial Nomination Commission and chaired the Executive Council of the City, County, and Local Government Law Section of the Florida Bar. Recognized as one of the top government attorneys in the state, Ottinot has been named to Florida Trend’s Magazine Legal Elite and the South Florida Legal Guide’s list of top government attorneys.

In addition to his legal accomplishments, Ottinot is an active member of several professional organizations, including the Haitian Lawyers Association (where he served as President), the Wilkie D. Ferguson Bar Association, the Caribbean Bar Association, and the Cuban-American Bar Association. He earned his law degree from the University of Miami School of Law and his undergraduate degree in Political Science from Colgate University.

Hans Ottinot lives in Broward County with his wife, Margarita, and their children, Hans Jr., Lia, and Anthony. His appointment marks an exciting new chapter for Lauderhill, as the city looks forward to Ottinot’s leadership and the continued success of the Ottinot Law Firm in advancing the city’s growth and progress.

Newly elected Commissioner, Krystal Patterson, will be sworn in today during a special meeting at Tamarac City Hall.  Krystal Patterson, a 12-year homeowner and resident of District 3 in Tamarac soundly defeated the incumbent but outgoing commissioner Elvin Villalobos.  Krystal won with 56% of the vote while Elvin received just 44% or 4,054 votes.  Elvin performed terribly for an incumbent Commissioner as he earned fewer votes in 2024 than he did 4 years ago in 2020.  In a three-way race in 202o Elvin earned a total of 4,440 or 386 votes fewer than 2024 where he earned 4,054 votes.  Elvin earned the endorsement of the Sun Sentinel, Realtors Association and other organizations but he did not earn the most important endorsement which is that of the voters in his district.  Instead, he actually lost votes.  Elvin spent most of his time bickering with other Commissioners instead of delivering for his district and the City of Tamarac.  As a result, voters have sent him packing.

Krystal Patterson brings experienced government leadership, she is highly educated, sophisticated, and classy.  She will bring much needed respect and professionalism to the dais.  Those characteristics were severely lacking with Elvin serving as Commissioner.  The Mayor and other commissioners consistently expressed frustration with Villalobos with his constant interruptions and rude outbursts.  Krystal is a small business owner, a long-time government executive, and a married mother of 3.  Krystal earned a bachelor’s degree in criminal justice with a minor in Sociology from Florida Atlantic University and a master’s in public administration from Florida International University, and various certificates to include Government Leadership from Barry University.  Krystal will bring a fresh perspective, a new vision, and a true commitment to the district as a long-term resident of the district.

The districts loss of Villalobos is not a big one.  He had no ties to the District.  He was a resident of District 1 in 2018 when he challenged Tamarac Mayor Michelle Gomez.  After losing that race, he relocated to District 3 to challenge Commissioner Julie Fishman.  With a third candidate in that race, Elvin snuck in to win by just 104 votes.  Many believe that the candidate was a “ghost” candidate who was placed in the race to take the female vote away from Elvin Villalobos. 

The District and the City will experience real leadership and a respected ambassador for the City of Tamarac in Krystal Patterson.  If you cannot make the swearing in Ceremony this evening, be sure to tune in online and watch live on the City’s Facebook page or website.

District 1 Commissioner Marlon Bolton has achieved yet another decisive victory, marking his third consecutive win in Tamarac’s City Commission race. Despite persistent criticism and negative coverage from media outlets like the Sun Sentinel, Tamarac Talk, and other fringe blogs, Bolton emerged victorious with a supermajority of votes in District 1, underscoring the unwavering support of his constituents.

A Campaign Marked by Opposition

Bolton faced opposition from Horatio Bryan, a former legislative aide to outgoing Commissioner Elvin Villalobos. Bryan’s campaign ended prematurely after he was forced to resign from his city role for announcing his candidacy, which violated city rules. Although Bryan bowed out, his name remained on the ballot. Another challenger, Viola Watson, is believed to have been recruited by Mayor Michelle Gomez, who publicly endorsed Watson and Villalobos. Despite financial backing and endorsements reportedly facilitated by Gomez, both candidates suffered significant defeats, reflecting the strength of Bolton’s grassroots support.

Proven Leadership and Community Trust

Bolton’s connection with District 1 runs deep. Known for his visibility, activity, and dedication, he has consistently championed the needs of the district. Residents have rejected what many see as biased, unfounded attacks on him by detractors, choosing instead to stand by a leader who has delivered real results.

Bolton’s track record includes significant achievements for District 1. He spearheaded the modernization of parks, hosted concerts and holiday light shows, and ensured that residents receive water at a lower cost by transitioning their supply from Fort Lauderdale to Tamarac. Additionally, he advocated for upgrading underground pipes and voted against the construction of an oversized storage facility in the district, prioritizing the community’s needs over unnecessary development.

Exposing Corruption and Holding Leaders Accountable

Bolton’s leadership extends beyond local development. He was instrumental in holding former Tamarac City Manager Michael Cernech accountable for his role in a $3.4 million extortion scheme. Cernech’s arrest followed revelations of his involvement in an attempt to extort a developer, with allegations suggesting he even promised to secure Bolton’s vote for the fraudulent plan. Bolton called for Cernech’s immediate termination, which passed in a 4-1 vote, with Mayor Gomez as the lone dissenter. The incident has raised questions about Gomez’s potential involvement, as the arrest affidavit suggests she had concerning interactions with lobbyists tied to the scheme.

A History of Breaking Barriers

Bolton’s journey in Tamarac politics has been groundbreaking. In 2016, he made history as the first African American and Jamaican elected official in the city, defeating incumbent Pamela Bushnell with nearly 60% of the vote. Despite facing disrespect and mistreatment during his first term, he persevered and secured re-election in 2020 with an overwhelming 75% of the vote against another Gomez ally, Michelle “Chef” Jones.

In 2024, Bolton’s dominance continued, defeating two challengers—Bryan and Watson—with nearly 70% of the vote. His electoral success reflects the district’s confidence in his leadership and commitment to progress.

More Than a Politician

Beyond his role as Commissioner, Bolton is a devoted father, husband, pastor, and successful business owner. He is also a highly respected political consultant with a campaign-winning rate exceeding 90%. His expertise and influence have helped shape the political landscape in Tamarac and beyond.

The People’s Champion

Bolton’s ability to connect with residents, address their concerns, and deliver results has solidified his reputation as the people’s champion. His victories demonstrate a deep trust from the community and a rejection of the negativity surrounding his tenure. As he continues his third and final term, Bolton remains focused on advancing Tamarac and ensuring that District 1 receives the attention and resources it deserves.

With his leadership, District 1 has a proven advocate who consistently prioritizes residents’ needs, fights corruption, and champions progress for all. Elvin Villalobos, an immigrant from Nicaragua who crossed the border illegally, is unfit to serves as Commissioner in the City of Tamarac.  Villalobos does not have any legislative accomplishments for District 3 or the City as a whole.  While in office, Villalobos has advocated to raise taxes, voted in favor or wealthy real estate developers bringing over development and traffic to the City and spends most of his time on the dais bickering with all of his colleagues including the Mayor, and Commissioners Bolton, Daniels, and Wright.  He has not made sound financial decisions as a Commissioner.  He waived the $700 car allowance which totals about $8,400 per year and illegally asked staff to purchase a city vehicle which would cost in excess of $30,000 annually. 

Villalobos should focus on his personal problems

Villalobos should turn his attention to his own personal issues before seeking to lead our community. Currently embroiled in a contentious divorce from his wife, Jacqueline, Villalobos faces allegations of a relationship with another individual, allegedly a man named Alex. This ongoing situation has reportedly caused significant strain, affecting not only his own stability but also the well-being of his two daughters.

Adding to these personal challenges, Villalobos’ financial troubles have become increasingly public. Recently, he settled a lawsuit with American Express over unpaid debts reportedly totaling close to $50,000. Compounded by the struggles of his business ventures, these issues cast doubt on his ability to make sound financial decisions and raise serious concerns about his suitability to manage the city’s resources responsibly.

Villalobos has money to spend on his campaign but none for American Express

Through the most recent campaign filing report we reviewed, Elvin Villalobos has raised $95,898.42 but most of those dollars came from his own pocket.  He made several $1,000 contributions dating back to December of 2021 and has made lump sum contributions of $10,000, and $25,000, and about $1,000 monthly in 2023.

Based on his recent settlement with American Express (Case No: COWE-24-049012), Villalobos must pay back a total of $17,807.49 on two separate credit cards. $10,979.52 for an account ending in 2001 and $6,872.97 on a card ending in 3009.  Elvin Villalobos made a payment of $5.00 on August 30, 2024, and must continue paying $5 monthly through October of 2024.  Payments then increase to $10 monthly.  See the full payment schedule outlined in the table below.

 Based on the campaign finance report, Elvin Villalobos has contributed over $74,000 to his campaign account in the form of a loan or direct contributions from his failing businesses.  Based on the Form 6 report he filed with the state of Florida his total annual income is $78,722 of which $51,531 comes from the City of Tamarac and the other $27,131 comes from his Naples based business, Elko Filtering.  Villalobos claims a net worth of $10,000 as of June 5, 2024.

It is widely known that Villalobos, his failing businesses, and his family members have received hundreds of thousands of dollars in PPP loans.  Is Elvin Villalobos using PPP money to finance his campaign?  What is the source of the campaign contributions in excess of $47,000?  Was this, the Nicaraguan born Elvin Villalobos, his idea of the American dream? To fleece the United States government during Covid along with reputable credit card companies like American Express.  Voters and residents want to know, and we deserve answers.  Villalobos cannot be trusted with the City’s dollars.

Elvin Villalobos has the full support and endorsement of Tamarac Mayor Michelle Gomez who he once challenged for Mayor of Tamarac in 2018 as a resident of District 1. The Sun Sentinel broke the news on Villalobos violent past.  See the following text from the Sun Sentinel.

“Records obtained by the South Florida Sun Sentinel show that on Aug. 20, 2012, when he was living in Hialeah, Villalobos was arrested by the Florida Highway Patrol on charges of battery and careless driving. Records show adjudication was withheld.

Villalobos said he cut off by a driver on Interstate 595 near Davie and hit the car from behind.

He said the other driver came out of his car “and started screaming. I accidentally touched the face of the other person while defending myself. I got arrested for that.”

Villalobos said he was sentenced to six months’ probation.”

Why would Tamarac Mayor Michelle Gomez support someone who once challenged her for Mayor, has proven to be financially irresponsible, morally reprehensible, and has no real connection to the community he serves.  He relocated from Hialeah to District 1 of Tamarac and after losing to Gomez in 2018.  Afterwards, selfishly moved his family to District 3 to challenge Julie Fishman and win by the smallest of margins with just 104 votes.  Villalobos has not represented the District well, has proven to be both financially and morally bankrupt.  The residents of District 3 should send Elvin home so he can focus on his family and finances.

TAMARAC, FL – The City Commission of Tamarac will hold a Special Meeting on Wednesday, October 23, 2024, at 3:00 p.m., immediately following the regularly scheduled City Commission Meeting. This special session will take place in Conference Room 105 at City Hall, located at 7525 NW 88th Avenue, and will focus on contract negotiations with the International Association of Fire Fighters (IAFF).

The meeting will include the City Commission, City Manager, and key city officials, as they engage in discussions related to the ongoing collective bargaining negotiations with the IAFF, which represents Tamarac’s fire department personnel. These negotiations play a critical role in determining the working conditions, salaries, and benefits for the city’s firefighters.

Executive Session – Closed to the Public:
As per Florida Statutes Section 447.605(1), this session will be closed to the public and media. TAMARAC, FL – The City of Tamarac is set to negotiate a significant expansion to its law enforcement services through a First Amendment to the city’s Police Service Agreement with the Broward Sheriff’s Office (BSO), led by Sheriff Gregory Tony. The proposed amendment, which will be presented for approval at the October 23, 2024, City Commission meeting, calls for the addition of nine new Deputy Sheriffs to the city’s police staffing structure.

The City currently contracts with BSO to provide law enforcement services under a five-year agreement that began on October 1, 2020 and is set to run through September 30, 2025. As Tamarac continues to grow, the need for a larger police presence has become evident, prompting the City to budget $1.8 million for additional staffing as part of its Fiscal Year 2024/25 Annual Budget.

The contract amendment will bring the total number of Deputy Sheriffs in Tamarac from 71 to 80, increasing the overall sworn personnel to 110, including School Resource Officers (SROs). This move is designed to enhance public safety by increasing police visibility and ensuring quicker response times throughout the city.

City Manager Levent Sucuoglu has strongly recommended the approval of the contract amendment, highlighting the city’s dedication to providing a safer environment for residents. “This expansion is a critical step in addressing Tamarac’s growing needs and ensuring that we continue to offer top-tier law enforcement services,” Sucuoglu stated.

Overseeing law enforcement operations in Tamarac is Captain Jemeriah Cooper, who has been leading the district since April 2023. Captain Cooper began his career in 2000 as a Correctional Officer with the State of Florida Department of Corrections before joining BSO in 2002. With over two decades of law enforcement experience, Captain Cooper has held key positions, including Deputy Sheriff, Sergeant, and Lieutenant in various BSO districts. His focus on training and mentorship, coupled with his leadership as Executive Officer in the Tamarac District, has earned him recognition for his dedication to public safety.

The First Amendment represents Tamarac’s proactive approach to maintaining public safety as the city grows. The additional Deputy Sheriffs will provide crucial support to Captain Cooper and his team, helping ensure Tamarac remains a safe community for all residents.

TAMARAC, FL – The City of Tamarac is set to introduce a Second Amendment to the Fiscal Year 2024 Operating and Capital Budget, increasing the total budget by $5,431,393, from $259,423,949 to $264,855,342. This amendment will be discussed during the October 23, 2024, City Commission meeting, with a second reading scheduled for November 13, 2024.

The Director of Financial Services has recommended this amendment to reflect changes in funding needs that have arisen since the original budget was adopted. The adjustments address various initiatives and projects previously approved by the City Commission, as well as updates based on newly available information and unforeseen expenditures.

Key Reasons for the Budget Amendment
  1. Inclusion of Commission-Approved Projects
    Certain projects, including the purchase and installation of automated license plate readers and the award of the Water Treatment Plant High Service Pumps and Electrical Upgrades Improvement Project, were approved after the original budget was adopted. This amendment allocates additional funds for these projects, including $543,647 for license plate readers from the State Law Enforcement Trust Fund and $319,601 for the water treatment project, funded by the Utilities Operating Fund and the Utilities Renewal and Replacement Fund.

  2. Capital Improvement Adjustments
    The amendment also allocates $1,008,525 to cover principal payments on the 2020 Taxable Capital Improvement Refunding Note, which were not included in the initial budget. This transfer of funds from the General Fund and the Tamarac Village Fund ensures timely payment of debt service obligations.

  3. Support for the Colony West Golf Course
    To balance the revenue and expenses incurred by the Colony West Golf Course in FY 2024, the budget includes an increase of $1 million in both operating revenues and operating expenses for the golf course, reflecting the successful operation of this community asset.

  4. Emergency Funding for Water Treatment Plant

  6. Personnel Adjustments
    Several personnel changes are included without affecting the overall budget. These adjustments focus on reorganizing the Building Department and the Public Services Department, including the reinstatement and reclassification of key positions, such as the addition of a Chief Mechanical Inspector and the creation of Assistant Building Official roles.

Why the Amendment is Necessary
The amendment reflects the city’s commitment to ensuring sufficient funding for projects that are crucial to the well-being and safety of its residents. Under Florida Statutes Section 166.241(8), the city is allowed to amend its budget at any time during the fiscal year to accommodate changing circumstances or unforeseen expenses, such as new projects or emergency repairs.

The budget adjustments also ensure that projects like the license plate reader system and water treatment plant upgrades continue to move forward without disruption, while also maintaining fiscal responsibility for public services like the Colony West Golf Course.
